As many of Agile advocates or supporters claim, Agile methods are not exclusively for software development. There are other areas that could benefit greatly from the introduction of lean methodology. One such an example is public sector. Some divisions of European Institutions adopted Agile successfully.
This case study presents how numerous impediments and blocks can be overcome. The proposed leading-by-example approach together with business involvement has proved to be effective.

Here is some advice for those who want to advocate Agile methodology:

  • Convince with your results
  • Introduce step-by-step changes
  • Focus on trust and personal relationships
  • Make use of informal activities
  • Use the momentum
